{"id":5046,"date":"2023-09-13T11:58:52","date_gmt":"2023-09-13T08:58:52","guid":{"rendered":"https:\/\/krymbezpravil.org.ua\/bez-katehorii\/way-home-mekhanizm-povernennia-nezakonno-deportovanykh-i-prymusovo-peremishchenykh-ditey\/"},"modified":"2023-11-10T18:40:32","modified_gmt":"2023-11-10T15:40:32","slug":"mechanism-and-policy-framework-for-the-return-of-illegally-deported-and-forcibly-transferred-children","status":"publish","type":"post","link":"https:\/\/krymbezpravil.org.ua\/en\/analytics-en\/mechanism-and-policy-framework-for-the-return-of-illegally-deported-and-forcibly-transferred-children\/","title":{"rendered":"WAY HOME: Mechanism and policy framework for the return of illegally deported and forcibly transferred children"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The Regional Center for Human Rights has developed the Concept of a unified mechanism for the repatriation, rehabilitation and (re)integration of children deported, forcibly displaced or otherwise separated from their families by the Russian Federation during the armed aggression against Ukraine.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As of September 13, 2023, 19,546 Ukrainian children who were deported or forcibly transferred by Russian agents from the occupied territories of Ukraine have been identified. Only 386 minors were returned. This was due to the implementation of ad hoc return schemes by non-governmental organizations in partnership with Ukrainian state authorities, despite the obstacles created by the Russian Federation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The low efficiency and time-consuming nature of the existing repatriation schemes, the abuse by Russian agents of the vulnerable situation of children and their legal representatives, the refusal of the Russian Federation to return orphans and children deprived of parental care, and the risk that children will become victims of other international that children will become victims of other international crimes actualize the development and implementation of a unified mechanism for repatriation, rehabilitation and (re)integration within the framework of state policy with a clear division of responsibilities, strategic planning, and allocation of financial and human resources.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The concept of a unified repatriation mechanism and the state policy framework contained in this document were developed based on a comprehensive analysis of 11 international conventions, 15 resolutions, 9 regional instruments and 28 acts of so-called soft law.<\/p>\n\n\n\n<div data-wp-interactive=\"core\/file\" class=\"wp-block-file\"><object data-wp-bind--hidden=\"!state.hasPdfPreview\" hidden
