The goal of the Occupying Power is the prompt and comprehensive integration of the peninsula into the legal, administrative, military, economic, financial and credit systems of the Russian Federation, as the authorities have openly and persistently stated since the beginning of the occupation. Full realization of this objective is impossible until the Ukrainian identity is eradicated in the occupied territories and remains disloyal Ukrainian population to the occupation authorities. As one of the main instruments for eradicating Ukrainian identity and ridding the disloyal part of the population, the Russian Federation authorities have adopted a policy on forcible change of the demographic composition of the occupied territory, the strategic goal of which, out of a multitude of autonomous but united by one common purpose, is early integration the Crimean Peninsula into the Russian, out of a multitude of autonomous but united by one common purpose, and the creation of conditions under which the processes of de-occupation and reintegration of the occupied territories within Ukraine would become impossible or, at the very least, would be considerably complicated.
